Here is an explanation of what this term means:
Quan s’escull l’alcalde (mayor), diferents llistes de partits per escollir els regidors (councillors), es poden unir per donar-li suport. Ve de coalició.
I have a couple of ideas but am not 100% sure what the correct translation would be in English.
