Catalan term or phrase: insuficients recursos addicional 3a a infraestructures científiques i tecnològi

Can't make heads or tails of this. Third party was my first guess, but it doesn't make any sense because they are talking specifically about state funding (from Spain).

The 3a is of course, the problem here. There is also an extra space, so maybe its a typo. If that is the case, then what if anything is missing?

Context: this is from a ppt showing completion of goals in R+D+I in Catalonia.
