This word has numerous uses, but in this particular case, I don't know quite how to translate "Catalunya comtal", which refers to a pre-feudal period in the 11th century, approximately, where Catalunya was ruled by a number of Comtat, such as Urgell, Pallars. It is also known as the "comtats catalans"

According to the dE Dictionary, "Barcelona Comtal" is "City of the Counts." Meaning that"Catalonia of the Counts" is one possibility.

Another alternative bearing the following in mind (from the Encyclopaedia Britanica)

"From 1137, when Count Ramon Berenguer IV of Barcelona was betrothed to Petronila, queen of Aragon, Catalonia and Aragon were united under the same ruler."

would be "Catalonia prior to unification with Aragon".

Just an idea.
