I agree with Urst that it must be an OCR error. If you look at examples of the use of the word on Google, they are full of other typos, which look like they have been caused by a poor conversion of a document from PDF to Word or the like. So, I'm pretty sure the correct term should have been Adjudicatària.

As you can see 'Pacord' is also written incorrectly - the 'P' at the beginning was no doubt been added during the conversion from one format type to another.

Padjudicatária does not make any sense in Catalan.
Adjudicatária does (grantee, person or company that gets a concession or similar).
Since "Papartat 2.2" should read "apartat" (section), my guess is that this "P" is due to some sort of OCR error.
