If a lawyer was involved I think they'd need to use 'advocat d'ofici' or a similar expression. I've seen 'd'ofici' in a much wider sense for standard, official procedures. See http://antalya.uab.es/gab-llengua-catalana/www/cat/assessora... for an example.

Could it mean that the notification is sent ot the offices of the governmental body issuing the application instead of the applicant? That is inferred by the second sentence.

Here is the next sentence, maybe it will help - "En aquest cas, quan es rep la comunicació de l'OEPM el títol es pot recollir personalment a les seves oficines de Madrid, o es pot enviar una carta demanant que el facin arribar per correu postal."
