Catalan to English translations [PRO]

Catalan term or phrase: certificat de no sanció

This is a document that gas installation/maintenance comanies need when they want to work outside of Catalonia. It proves that the company in question has never had its licence revoked. What I am shooting for is ANYTHING that is short, self-explanatory and doesn't sound convoluted.

Notes to answerer

Asker: This is the official name of a document - the one that the government will use to refer to this certificate. So it should be more along the lines of "Certificate of ..." I have to say, I have been mulluing it over for quite a while and have not come with anything good. I think I will post this is Spanish English as well.
