That's what it usually means. But I see here that it sounds like whip them and then kick them ;-)

I reckon it means "control" or "put the brakes on" here though...

No estic segura del tot, però he pensat que potser es refereix a posar una taxa, però no in impost, sino més bé un nombre màxim de casos...

Blanca is on the right track. So the number of cases will be limited (which means that if you have a work contract, or a pile of money or whatever then you'll be accepted onboard). Another possible reading could be "to assess" or "to evaluate", more according to political language and very especially the PP's, not precisely well-known for making it easier to patera sailors.:-)
