No doubt the Chinese explanation in the PowerWord2003 is correct for 冲销, but "charge off" is seldom heard in English-speaking accounting circles nowadays. It is more often called a "write-down", which is really "depreciation and/or amortisation". You can verify this by the following non-Chinese references:
