Chinese term or phrase: 拨款转入
Hello, colleagues,

I need some help with three phrases in English (translated from Chinese) that appear in the financial statements (statement of changes in equity) of a Chinese company.

I am translating this document from English into Spanish, but have doubts with the meaning of one of these phrases, and am absolutely lost with the other two.

I would appreciate very much if you help out with this problem.

The phrases are as follows:

(3) 拨款转入 (Allocate sums changeover in)
What does this mean?

I have found a couple of Chinese-English glossaries that contain such terms:

Since I cannot read or write Chinese, I need someone who knows Chinese to explain the concept to me in English.

Answers IN ENGLISH, please,
Many thanks in advance.
