According to the definition in lbone's Baidu page reference, 利税 = profit and tax = profit (net of tax) + tax = pre-tax profit.
Profit over sales = "(rate of) return on sales" , so it looks to me like "pre-tax (rate of) return on sales". This is a common enough term, although the usual Chinese equivalent is 稅前銷售收益率.
