This is a slogan put up in front of the People's Bank of China (Hainan Prefecture Branch, Qinghai). Nowadays, it is in fashion to put slogans into English!
Hainan Tibetan Prefecture is located at the southern reach of Qinghai on the plateau with a altitude of above 3000 meters above sea level. Thin Oxygen and harsh weather is typical of the region. I reckon the Bank intended to encourage its employees to work with full spirite, as it can be seen from the slogan.
