I am not sure about the translation I have provided but I am quite sure this term does not mean rear bumper since I have found word bumper in three dictionaries (Multifunction Chinese-English Dictionary, English-Chinese Dictionary of Port and waterway engineering and Practical English-Chinese Marine Engine Dictionary) to be translated as 保险杆.

Rear brake disc/Rear bumper


Explanation:
I found this translation in a number of places when I simply did a google search. However, I don't think it really fits right in the context. I work for the automotive industry and believe that "rear bumper," as you suggested, makes more sense if the sentence goes:
That guy's big car backed up, it's rear bumper hit my car's front bumper on the right side.

Could it be written by somebody who misunderstood the terms of automotive parts?
