this term occurs in a questionnaire about customer satisfaction in the automotive industry. As I have no idea what it could mean here, the field could be wrong (you are invited to change it if you can think of a field that is more appropriate). Here is the phrase:
若xx只有回答1-2其中一项代步方案者，即服务厂只有提供一种代步方案，问:
xx substitutes the number of a question above this sentence. I googled 代步, but mostly found hits/pictures about 代步车. As I am translating into German, an explanation would be enough, I would not need the exact English translation. Any help is highly appreciated :-)

方案=解决方案
