Chinese term or phrase: 相关方

最近做的项目中经常出现“相关方”这个词，字面上似乎不难理解。

常见的句子如：

以顾客、相关方和员工为关注点
顾客、相关方及员工及代表公司工作的人员对服务质量、环境、职业健康管理的改进措施；
公司的管理方针及有关要求应及时传达给相关方；

上下文中有时会出现“相关部门”、“相关单位”等。

我查到两个词“interested parties”（一般对应“相关方”）和“stakeholders”（一般对应“利益相关方”）。这两个词之间有什么区别？应该用其中哪个？似乎这两个词本身的意思也不一样，见到有些句子有时会写“interested parties and stakeholders”。

interested parties: interest 本身就有“利益”的意思。一般指有利害关系，相关团体或个人，为法律概念，多用于合同、法律中。

stakeholder: Stakeholders in a company may include shareholders, directors, management, suppliers, government, employees, and the community.

此为商业概念。比如说A公司收购B公司，A与B在此交易中的法律概念上都是interested parties，也是stakeholder;持有C公司股票的人的利益会受到此收购的影响，C也是这笔交易的stakeholder，而其并没有参与到交易，所以不是interested party.

至于“相关部门”、“相关单位”视情况可用relevant，involved 或者related。

相关部门可以用relevant authority 或 competent government authority （=有相关权限的部门）
