I think 贮氢材料瓶 is a container to keep hydrogen storage materials, not hydrogen gas. Hydrogen is stored in the hydrogen storage materials by forming, e.g., a metal hydride with a metal or an alloy. As for 外夹套, I think both external jacket and outer jacket are correct and commonly used in engineering.

Explanation:
There are three possibilities about the first part.

It couldn't be a canister made from hydrogen canister (how could a canister be made from hydrogen)/
It could be a canister for storing hydrogen materials, but then what could a hydrogen material be other than just hydrogen? All materials are based on hydrogen.

For that reason I think you can just ignore the term "material" and say "hydrogen storage canister".

As for the second part. Looking at the context, it says there is an oxygen connection into it. It's strange to image an oxygen connection into a jacket, as a jacket is usually a cloth material or something used for insulation, so I'm thinking this must be some kind of plastic casing. The term jacket implies a material which wouldn't be oxygen tight, so how could there be an oxygen connector in it. The Chinese term is more ambiguous than the English allows, so I would just be safe and use casing.

Outer/External seem to both be okay to me.

Both my guesses are based on the context of the source, rather than the detailed meaning of the Chinese.
