My understand of "people change" is cultural change. The sentence could refer quite aptly to the changes in China and learning from experience over the decades as they move from cultural revolution to reforms. My understanding of the whole sentence is:

"When making radical reforms, sometimes there is one vital element that needs to be there for the rest to work. Sometimes higher-level systems are actually dependent on the basic system, and can only themselves be logically produced during the practical process of cultural change. "

You could say that systems like democracy cannot be proclaimed and suddenly achieved but are themselves dependent on the practical process of changes in people, cultures and popular attitudes.
