①效率优先，兼顾公平是社会主义初级阶段的一个原则。效率优先，实质就是发展生产力优先，有两层含义：一、把个人劳动报酬同劳动效率挂钩。二、把生产要素的收益和各要素的经济效率挂钩。坚持效率优先，就必然要求一部分人、一部分地区先富起来。当然，强调效率优先的同时，也要兼顾社会公平，不能出现两极分化，这是效率优先原则实现的社会条件。

②我国现阶段的收入政策时，既要有利于善于经营的企业和诚实劳动的个人先富起来，合理拉开收入差距，又要防止贫富悬殊，坚持共同富裕的方向，在促进效率的前提下体现公平。
效率，是指人们工作中所消耗的劳动量与所获得的劳动成果的比率。公平，是伦理学的概念，是指如何处理社会经济中各种利益关系，也就是所谓合理分配。提高效率主要通过发挥市场机制优化资源配置的基础性作用来实现，实现公平则主要依靠政府对收入的宏观调控。
效率与公平上一种对立统一的关系。从统一性来看，效率是公平的基础，公平的最终实现要以效率的较大提高为基础。另一方面，公平是提高效率的重要条件，公平合理的收入分配有利于形成稳定的社会环境，从而调动各方面的生产积极性，促进效率的提高。
从对立性方面看，两者存在着此长彼消，此消彼长的一面。收入差距较小，固然公平了，但对经济社会中的主体刺激作用不大，不利于效率的提高。收入差距过大，固然能刺激效率的提高，但又会出现社会的不稳定与不和谐，反过来又会影响效率。
