Sentence: 學校的先生常說,「活到老,學不了」,那麼,我們為甚麼還要學呢?

1st Attempt: School teachers often say that study never ends. So why is it so important that we must study now.

Question One: Does the character 常 mean the same as 常常? If so, is there some grammatical or stylistic explanation for the author's having preferred 常 over 常常 in this instance? If not, how do 常 and 常常 differ in meaning?
