This is part of the following sentence, which follows the author's lament in a scholarly article, that the lack of the wherewithal to pay copyright fees to obtain educational materials is making it impossible for the Chinese educational system to achieve its goal of universal literacy.
今日中国,学堂甫立,才有萌芽,无端一线生机,又被遏绝,何异劝人培养,而先绝咨粮。

I've already asked for help on the last four characters of the sentence, but am having difficulty particularly with parsing this phrase "无端一线生机" so that it makes sense in this context.

Any help would be greatly appreciated!

In today’s China, schools have just been founded and are still in the early stage of development. However, such a gleam of hope is held back for no reason. How does this differ from you encouraging people to nurture students on one hand, but on the other hand, cut off the sources of education?
