This term is used in a high school context.
I've looked it up online for its English equivalent, and I found translations like "study monitor," "study commissar" and "commissary in charge of studies."
"Study commissar" sounds better to me than the other two. "Study monitor" conjures up an image of a computer screen in my mind. "Commissary in charge of studies" is too long for a title.
Besides "study commissar," I was wondering if "teaching assistant" would be easier to understand in this context, an application letter to a graduate program. Your comments would be highly appreciated.

However, according existing terminology and my own educational experience in China, I prefer to say study monitor or better commissary (better than 'commissar' which is more political and ancient than in sense of representative). If necessary, commissary in charge of sutdies would be perfect and match well the context.

Thank you for your detailed context, Amtbglo. That's just what I am sticking to, 学习委员 is only employed in Mainland China, referred to a student in charge of study affairs, and often with excellent school results...
It's about a college student in Mainland China. I'm sorry I was wrong at first by saying this term is used in high school context. I just realized that the context is college instead.
Seems to me that in Mainland China student leaders are often given titles like xx委员. Sounds very official to me as a Taiwanese. In Taiwan we have such student leaders in a class as 班長 (class president), 學藝股長, 風紀股長. Don't know how to translate the other two. So xx委员 is unique to Mainland China.
I don't really know what it's like in Mainland China but I think what Adsion Liu found out about 学习委员 is true.
more context might be helpful. which jurisdiction? (eg is it a Taiwan term/concept) 委员 -> name of committee? is it 学习委员会 Board of Studies. Can you share any links. 上下文? 语境?
