I made several searches over the Internet. I don't think the term "專題生" is ONLY restricted to undergraduate students, although this term is more frequently used for undergraduate students. Through my searches, students from technical institutes and master programs also use the term "專題生".

I personally think that 專題生 refers to a student, regardless of the academic programs (such as undergraduate programs, master programs or programs for technical institutes) in which he/she is enrolled, is dedicated to a special research topic during his/her time as a 專題生. For example, he/she participates in some types of research competitions and seminars.
