我认为这个与“专升本”不同。“专升本”入学时，就明确是专科生，后来用top-up的形式补上本科课程，从而取得本课毕业证，获得学士学位。这里是指招生时就明确是招收本科生，但招生标准降低，申请入学者只需达到专科生的入学要求就可以了。入学起点低，但是仍然是本科生。因此不能说是associate degree. 因为associate degree是大专文凭，这里是要拿本科文凭的。

Dear Wilman,

I guess your "three-year undergraduate programm" is correct in translating 叁年制本科学习计划. But for the 专科起点本科药学专业, "transferred from an associate program" doesn't sound accurate to me, since a transferred student is originally admitted as an associate degree student. Here, 完成了北京大学专科起点本科药学专业叁年制本科学习计划, in my opinion, refers to a three year course, with admission request of only a junior college student, but will confer the student with a bachelor degree.
How about:
three-year undergraduate program designed for students meeting junior college entrance requirement
