If you do a google search for "专科 polytechnic" you can find a number of Chinese schools using the word polytechnic as their English translation for 专科. At the same time, vocational school also describes 专科 well.
I can't say for sure that all 专科 schools are in the post-secondary level, as some 专科 schools in Asia may be entered following middle school and considered before university.

Thanks for the further context. In that case yes vocational school does not fit. Without further detail, your original translation would be correct. I would eliminate either post-secondary or college in the phrase as they carry the same meaning. As an alternative, how about 3-year specialized training program? |
