Although a title like "Director of Educational Administration" gets the literal meaning of the Chinese across, if I read that as an American with no background in the Chinese school system, I would have no idea what the role was because we have nothing that sounds like that here (at least on the elementary and secondary levels).

Consider a title like "assistant principal" or "vice-principal," depending, of course, on the context of the translated document. From what I understood from 百度百科 of the 教导主任's role and authority, it seems about equivalent to an American assistant principal. Perhaps you could specify the nature of the 教导主任's authority over curriculum by clarifying it in a way such as "vice-principal of curriculum" or "assistant principal of academic administration" as appropriate.
