The purpose for using [.....] is to reflect that is only a "note" from the translator. Don't mix up "What is to be" with "What is ought to be", especially when you are working for legal matter, be it for written translation or verbal interpretation. Translator's job should be loyal to the original author in bringing out his/her message. In addition, its original Chinese sentence is linguistically sounding award that has been conventionally common by colloquial usage.
