台灣的ETS：Electronic Tendering System 或Electronic Tender System，指的是線上投/領標系統統。使用ETS，不代表一定是領標，也有可能是投標。換言之，ETS只是方便政府機構視其標案規模，去決定投/領標時是否採用線上方式（online）。通常，小標案投/領標，皆直接透過ETS。但中大型標案和大多數限制性招標，則是領標（Acquisition of Tender Documentation）採用ETS，投標（Bidding or Tendering）採用現場方式。因為接著就是開標與決標。
