After going through all the "关心" in the text, I am pretty sure it means "of concern". 关心点 = locations of concern. Lesley is right. 关心点 are places around the project site that are under environmental impact assessment.

对环境敏感区或关心点 - maybe the sensitive zone is part of the project area, or within the project zoning, while the 关心点 is at some distance or in another zone. These terms may also be used for noise emissions perhaps.
