we may need a statiscian to solve this problem.
i can only tell that 环比 rate is calculated based on:
an average / weighted-average / adjusted average price of the current period
and
an average / weighted-average / adjusted average price of the former period

and 同比 rate:
the price on one day (usually the last day) of the current period
and
the price on one day (usually the last day) of the previous period

in both the cases, the period may be: 1-day, 1-month, 1-quarter, 1-year

and as to my answer...
seasonally adjusted (SA) rate and non-seasonally adjusted (NSA) rate are used by the States to espress THEIR two different rates of increase of the CPI index.

I believe the US and China don't use exactly the same method in calculating "an average / weighted-average / adjusted average price of a certain period", but i think the name should be the same.

maybe a statiscian can provide a better term for 环比. let's wait...

here "seasonally" does not mean in a season... or a period
it means specifically a measure to eliminate the flucturality between the different months during the year... because in months with festivals and vacations the prices are slightly higher and this factor should be ruled out in the 环比 rate through various calculation methods.
that is the ESSENSE in the 环比 rate.
for monthly 环比 rate:
1-month seasonally adjusted rate of increase
