It say: 商业承兑汇票保贴业务是指我行对资信良好、经营业绩优良的客户经我行审核后，在授信额度及有效期内，对该客户承兑的商业承兑汇票或持有的第三方承兑的商业承兑汇票保证予以贴现的业务，且该专项授信在有效期内可循环使用。

Based on the same logic, I reckon that 票据保贴 is a guarantee/promise that the notes will be encashed when presented. In this case, this is effectively a promissory note (see explanation in the Wiki article).
