Explanation: Well, in order to determine whether "人力" is the name of a company or not, I'd suggest you to contact your agency right away to find out, since that seems to be a key component to your translation of this term, instead of guessing and perhaps providing the wrong translation to your client... :)
Otherwise, "人力资本出资" is a legitimate expression in the realm of law in China, which has a formal English term: "human capital investment" used by a great variety of publications from well-recognized organizations, inclusing Standford university. See examples below.
