Or maybe just 卢瓦玛?
I found 加纳 as Ghana, but this is not near Rwanda...
A city (I think) in Rwanda, Africa.
This is an excerpt from text about the foreign aid China gave to Africa in 1986 (if this helps, perhaps the translation has changed since then).
