It's difficult to tell by just looking at it as a term.
If you put it in a whole sentence, e.g. 「在内蒙古自治区的陰山山地」
「陰山」is an adjective, describing the atmosphere of the mountainous region.
However, 「陰山山地」can be also be a whole noun.
