Explanation:
行政区划 = Political division of an area for administrative purposes.
The sentence seems to be referring to the reform of the divisions, not reform of the administration making the divisions. Thus the translation would be "reform of administrative divisions" not "reform of (the) administrative division".

In America the executive branch doesn't really divide areas geographically. It makes decisions for the whole country (granted the decisions are not neccesarily the final say and states often refuse to comply thus losing federal funding). Probably the most similar situation in America would be the drawing of districts for senate/house seats.
