Not exactly sure which committee this refers to.. Is it a shortened version of the Ministerial Committee for National Security, International Relations and Development?

Hey Warren,
Not sure how this has been going for you, but is the organ in question already in existence in the UK or something that has yet to come into being? The reason I ask is that “国家安全" is usually translated as "national security" whereas "国土安全" is "homeland security." As far as I have been able to find out, the UK doesn't currently have a so-called "homeland security" organ, but the creation of one has been in the works for some time, it seems. Just FYI
