agree  Somsak Patradoon: It may well have been a division, a bureau, or an office, as in "Office of Fair Trading." Also, I have the feeling in China there are only four municipal level cities: Beijing, Shanghai, Chongqing, and Tianjin, unless the list has been revised.

I don't think there is an official translation for the term yet.

1. Most of the municipal Administration of Industry and Commerces (AIC)s drop municipal, like Beijing Administration of Industry and Commerce, Shanghai Administration of Industry and Commerce, Shengyang Administration of Industry and Commerces.

2. "Fare Trade Division" is one the Internal Divisions in Shanghai Administration of Industry and Commerce (SHAIC)(the link).

My apology that I was busy looking for reference but failed to recognize the very phrase that should be translated was spelled incorrectly.

so, it should be Kunming Administration for Industry and Commerce Fair Trade Division

disagree  Somsak Patradoon: I think the web site made a spelling mistake. "Fair trade" makes more sense, unless you're talking about the Transportation administration.

Explanation:
Usually, the term 'gongping' translates as 'fair' or 'equal', while 'jiaoyi' is exchange/trade. Chu can be translated as Section or Office. In English, and coming from a native speaker of English, it is more natural to say 'Office of Fair Trading', which you'll find in any English speaking counry across the globe. Ju Is more appropriately translated as Bureau in the context of Mainland China
