First: The pay grade of the worker PARTIALLY depends on his length of service with that company/ or in the workforce, the longer period, the higher pay grade. Say for example, this worker is on grade N, and will be reviewed and adjusted “调” to a higher grade /raised periodically (say annually) to N+1, then N+2, and so on. This kind of pay rise for that worker might fall on the days of his work injury leave, and the company might consider that he was on leave and not at work, so the period of injury leave was not regarded as part of the length of service or being in the workforce, as a result of this, the company didn’t grant him the pay rise.
Second: During his absence from work, the period of his injury leave. The company had a cross-the-board pay rise for every one who was at work, and didn’t grant him a pay rise accordingly because of his drop out from the workforce.
It does NOT mean that the worker was degraded in pay rate due to his work injury.
As explained above, he was ignored for pay rise and now he is demanding the company to make up for him the short paid amount.
补一级因工伤而少调的工资
补:to make up the short paid amount
一级: one grade
因工伤: because of the work injury
少调的工资; short paid amount due to the wage not being adjusted to a higher pay grade
In short, it means “ to make up the difference between the pay grade before work injury and the pay grade after the work injury”.

To make up the difference between pay rate before the work injury and the pay rate supposed to be after the injury/ or during the injury leave.
