neutral  Patrickyicao: procedures没有规定的意思,只有程序和步骤. 而规程有规定的意思,所以用规程对应PROCEDURE,我觉得有问题.规程可以解释为规定的程序,所以应该用regulated procedure.这和单独的procedure语感上不一样.细则是详细的规则应该用detailed regulations.
