Each franchisee has one time completion of the pick-up volume as determined by its classification, if pick-up volume can not be completed then the contract shall become void.

meaning : if the franchisor has determined that the franchisee has to pick-up 1000 ctns of a certain item. The franchisee has to completely pick-up 1000 ctns once & for all in just one time. Apparently, is say 货量, the franchisees has to pick-up for themselves.
