我个人的理解是：shall apply/shall be applicable 一般指对法律法规的适用性，二者意思一致；而 shall be accorded 的意思经常类似于 shall be eligible to 或是 sb. or some people shall be eligible to 就是说 可有资格...；当然，此表达也经常可用汉语解释为“应适用于...”，但比起 applicable 而言，其适用主体更具体/微观。具体见：
