also consider "transfer of property rights" registration.

mingle, just to humbly share with you some of my experience in property industry in my country, "title" can mean ownership but also mean "地契" and "权" means "rights".

Like mandy said, it depends on the context of your sentence or the whole text that you are translating. It could be referring to "transfer of land use rights" too. although agreements are often left vague, I believe the phrase you are asking requires a definite translation. Maybe you can provide more details so that we can suggest better answers? :)
