Complete sentence:
本計畫業經本署xx年xx月xx日衛署藥字第xxx號函核准執行,並經本署xx年xx月xx日衛署藥字第xxx號函同意

Here isn't 同意 agree to and 核准 approve? Sorry but I don't understand the distinction, maybe I translated one or the other wrong?
