Yes, we need less bureaucracy and more efficiency. One approving procedure is sufficient, rather than "pre-approval", "approval" and "post-approval" or worse "many approvals".

Unlike the use of 核准 in official notices, the term "同意" is not usually used ALONE in official notices and is usually used together with 備查 or some other Chinese characters.

Anyone can 同意 or not 同意 to anything, but only someone with authority (usually a government agency) can 核准 something.

You will understand better these two phrases if you know the meaning of each word, in this case, 核 means "validate", 准 "approve", 同 "same", and 意 "opinion".
