I have always had trouble with 战备. It seems that one of the most commonly-accepted translations is "combat readiness," but in American English "combat readiness" is not something that can simply be changed at a whim or 突然. (see article at: http://www.globalsecurity.org/military/library/report/1997/B... I wonder if "defense condition" would be a better translation of 战备 (see: http://en.wikipedia.org/wiki/DEFCON).
