I suspect this term means something like "illegal gains" or "illegal chain of interests". Could anyone here give me a clear idea of this term?

Explanation:
I've tried searching for a conclusive explanation of the term 短幼链条 to no avail.

So I will dissect the term 短幼 in a literal manner instead.
短幼 - short and small (chains) - tight / close-knit (circle)
>>tight web of corruption

Whether it is chain / circle / web, the meaning is the same. All the points in the chain are connected and joined by a combining factor, which in this case is involvement in the corruption process one way or the other.

It's just another option for you to mull over, Shirley.

I would also love to hear from someone who knows the term for sure.
