焦点广告 in Chinese seem to refer to point of sales advertising or or point of contact ads. In English the definition from the wiki http://www.longtailvideo.com/support/open-video-ads/13059/co... suggests that it's any ad used in conjunction with a video.

I think the OP's ad is something similar either to the first link in this post or similar to the ads at www.tudou.com videos.
A channel(video) with a picture near or around the video.
