Explanation:
这个以前在工程里遇到，一般台湾会说‘随函检还’，大陆就会说‘随函附上’一类的，这个是说随信附上的文件已经是检查过的了，有不同说法‘随函检送’，‘随函检奉’， ‘检’的意思都是‘检查过’。这里是说‘归还’，所以用了‘随函检还’。
‘会章’ 的‘会’ 是和‘会签’ 一样的，是说需要几个部门都在约书上盖过章才可以。
