I guess 黑包 = 黑包袱???
包袱 = burden, duty or responsibility
with 黑 as an adjective, perhaps it meams 'difficult' , 'heavy', or 'troublesome'.

If you don;t write now and wait till I die, that Mr. X will (never get over/ perpetually carry) this difficult burden, they're just talking nonsense.
