disagree  Peter Bugarchich: Permanent Remaining Impairment (adj. then noun) also: Permanent Impairment as a Previous Condition

  -> "Permanent Remaining Impairment" or "permanent impairment remaining after/up... (followed by date or else). But your second suggestion ("as a Previous Condition" meaning "kao preduvjet") is not suitable in this case.
