Explanation:
In the law of many common law jurisdictions, a summary offence is an offence which can be tried without an indictment. In practice, this often means a trial without a jury, jury trials being reserved for indictable offences. Contrast with indictable offence, which is an offence which can only be tried on an indictment. In trials for indictable offences, the accused normally has the right to a jury trial, unless they waive that right.
Now, some summary offences do not require to be administered by the magistrates court, unless it is really necessary to transfer the case there for instance certain taxes not paid on time by somebody, whereby the tax department of the municipal administration can deal with that case solely.
However, each municipality has got the municipal court (first level court), which administers the summary offences through the magistrates court, and indictable offences through the court of law. I am not quite sure about financing of the municipal court nowadays, and therefore do not know whether the municipal court(s) are entirely under the department of justice or the municipal administration has got some influence there as well.

Explanation:
"Voditi prekrsajni postupak" is translated as "dilligently prosecute for the misdemeanor" and "kazneni postupak" is "prosecution." The reason why you have to make this difference between the two is that the first one is only a misdemeanor (which are rutinely fined and dealt with at the Magistrates Court), whereas "full prosecution" is subject to all kinds of investigations (which are dealt with at either first-instance courts or those of higher instances).
