neutral  V. Reisova: I don't think this is the term used for horizontal blinds pictured. The blinds described and pictured are type of horizontal blinds which consists of horizontal slats (metal,vinyl).)

Explanation:
They are basically horizontal blinds.....the most common window blinds are slat blinds, which consist of many horizontal slats, usually of metal or vinyl, connected with string in a way that they can be rotated to allow light to pass between the slats

Also could be Venetian blinds.
