I think what we're really talking about is that that municipality has to administer the subsidy properly and see to it that those funds go to their intended purpose - in fact it would probably be illegal if not...that's the way I translated it but I may use "legitimate" or just go for it with "intended" instead of "correct", one may go out on a limb and use "legally binding" but that's pushing it, the author would have written that.
